Measuring "Decent Work" in Developing Countries: Proposals for Turkey

Global economic developments and persistent unemployment problem in the last 30 years determined the working conditions as well. Employment, shaped under these new circumstances, is far from offering decent employment and there is a continuous deterioration in working conditions. Despite the lengthy discussion on the topic and accumulating literature in related circles including ILO (International Labor Organization), there has been no consensus on the definition of decent work so far. Besides, various conceptualizations on employment or job quality, measurement of same concepts with different indicators or contrarily measurement of different concepts based on same indicators due to data limitations further complicates to have a common ground on conceptualization of decent work. Specifically, in terms of developing countries, discussions around decent work become even more problematic.. In this article, the theoretical approaches and empirical studies developed to date about decent work are examined with special reference to developing country perspectives. A framework for Turkey to conceptualize the issue is suggested along with indicators for measurement and sources of data. The study concludes by displaying possibilities and limitations in Turkey in defining and measuring the ‘decent work’ for future research.
