Abstract

Özet
Afetler genellikle ön görülemeyen, toplumda ciddi hasarlara ve can kayıplarına sebep olan ani olaylardır. Afetler insan yaşamını ruhsal, bedensel, ekonomik ve sosyal açıdan pek çok şekilde etkilemektedir. Sağlık hizmetlerinin önemli bir kaynağı olan hemşirelerin normal zamanlarda olduğu gibi afet ve acil durumlarda da bazı rol ve sorumlulukları bulunmaktadır. Bu çalışma ile birinci basamak sağlık kuruluşlarında görevli hemşireler başta olmak üzere tüm hemşirelerin afet ve acil durumlardaki rol ve sorumluluklarının belirlenmesi amaçlanmıştır. Uluslararası Hemşireler Birliği afet öncesi, sırası ve sonrası dönemleri kapsayan bir bildiri yayınlamıştır. Buna göre afet yönetim sürecinde hemşirelerin rol ve sorumlulukları yetkinliklerine göre üç gruba ayrılmıştır. Hemşireler, hazırlık ve planlama, iletişim, olay yönetimi, emniyet ve güvenlik, değerlendirme, müdahale, iyileşme, hukuk ve etik gibi 8 ana başlıkta çeşitli görevler almaktadır. Hemşirelerin afet yönetim sürecinde yetkinliklerinin belirlenmesi, karmaşayı azaltarak yanlış uygulamaların önüne geçecektir. Böylelikle hemşireler daha koordineli hareket edecek ve topluma daha fazla yarar sağlayacaktır. Afetlerin sıkça yaşandığı Türkiye’de hemşirelerin yetkinliklerine göre rol ve sorumluluklarının belirlenmesi önemli bir ihtiyaçtır. Bu anlamda bürokratların, akademisyen, yönetici ve afetlerde deneyimli hemşirelerle birlikte, hemşirelerin afetlerdeki rol ve sorumluluklarını yasal zemine entegre etmesi önerilmektedir.

Summary
Disasters are sudden events that are generally unpredictable and cause significant damage and loss of life within society. They impact human life in various ways, including psychological, physical, economic, and social dimensions. Nurses, as key providers of health services, hold critical roles and responsibilities not only in routine conditions but also during disasters and emergencies. This study aimed to identify the roles and responsibilities of all nurses, particularly those working in primary health care institutions, in the context of disasters and emergencies. The International Council of Nurses has issued a statement addressing the periods before, during, and after disasters. According to this framework, the roles and responsibilities of nurses within the disaster management process are categorized into three groups based on their competencies. Nurses undertake diverse duties under eight main domains: preparedness and planning, communication, incident management, safety and security, assessment, intervention, recovery, and legal and ethical considerations. Clearly defining nurses' competencies in disaster management is essential to minimizing confusion and preventing inappropriate practices. In doing so, nurses can operate in a more coordinated manner and contribute more effectively to societal well-being. Given the frequency of disasters in Türkiye, establishing the roles and responsibilities of nurses according to their competencies represents a critical need. In this regard, it is recommended that policymakers, academics, administrators, and nurses with disaster experience collaborate to formally incorporate the roles and responsibilities of nurses in disaster situations into the legal framework.
