In implementation of regional investment incentive in 2012, while one side the number regions have being increased the other side strategic investment application with subsides elements was extended. In this study the effectiveness of the new incentive program covering all provinces has been discussed in stochastic frontier analysis and the added values of the 26 regions considered within the cities have been found the inefficiency. According to the findings obtained, the necessary measures must be ensured the increasing of the labor force participation rate, the number of initiative and employment in order to eliminate the inefficiency.
