Turkey opened its economy to the world markets through the economic programme put into effect in the 1980's. This change had direct and indirect effects on the social security institutions; limited the finance capability of Turkish social security system and the system entered info crises. On the other hand, increased income inequalities, impoverisment, jlexibilization of the labor markets which resultedfrom the policies applied, expanded the need of the broad sections of the population for social s ecurity. Turkey has to develop policies to strenghten her competitibility. Policies aimed only at the reduction of labor costs seriously endanger the social stability and security.
