ENVIRONMENTAL LEADERSHIP VALIDATION OF REGIONAL GOVERNMENT OFFICIALS STUDY TOWARD URBAN VILLAGE HEAD AND SUBDISTRICT HEAD IN LAMPUNG PROVINCE

Abstract
The problem in this research is the absence of standard measurement tools to measure the concept of local government environmental leadership. The aim is to validate the measuring instruments or instruments of environmental leadership in order to obtain valid, reliable, standard environmental leadership tools, and can describe the concept of local government environmental leadership.
The way to solve the problem in this research is to use development with factor analysis approach in the context of construct validity test. The population is all of the sub-district heads and urban village heads in Lampung province, amounting to 433. Samples were taken purposively and a total of 240 sub-district and urban village heads were determined. The instruments of environmental leadership are arranged in the form of a questionnaire using a Likert scale with 5 options. The validation process is carried out through 1) the results of expert studies, 2) the characteristics of the instrument, 3) the discussion of the instrument, 4) the instrument grid, 5) the instrument use guidelines.
The conclusion in this study is the compilation of 30 items of environmental leadership instruments of the local government officials that have gone through the process of validation and standardization
