Organizational Barriers Which Reduce the Effectiveness of Supervision of Elementary Schools

Abstract

The aim of this study is to detect the problems stemming from organizational structure and functioning of the inspection which reduce the efficacy of inspection of elementary school institutions and to offer scientific solutions to concerned managers. Qualitative research methods were used in the study. The data were obtained by qualitative interview, focus group interviews, observation, archive and document review. 20 elementary school inspectors, 10 elementary school principals and 15 elementary school in-field teachers and class teachers from ten different provinces participated in the study. Interview records of the researchers were analyzed by Nvivo 8 computer program and data were obtained. 18 different organizational obstacles were detected. Some of them are high workload, limited authority and excessive responsibilities of inspectors, irregular functioning of the rotation.
