This paper formalizes the Intelligence Jungle (IJ), a high-entropy manifold state characterized by the collapse of centralized governance protocols (IM) and the emergence of decentralized predatory feedback loops. Utilizing a Nile Basin as a prototypical case study, we demonstrate how a sudden influx of uncoordinated energy—specifically a "Gold Rush" or similar artisanal resource discovery—triggers a phase transition from Intelligence Governance (IG) to a terminal "Animal Jungle" equilibrium. Through a 24 Full Factorial Design of Experiment (DoE), we quantify the coupling between four primary agencies: Human (IH), Artificial (IA), Metaphysical/Protocol (IM), and the Jungle (IJ). A central finding of this research is the identification of the "Predatory Gap": a structural mismatch between the millisecond-response time constants of autonomous machines and the minute-to-day response cycles of biological human decision-making. We postulate that in the presence of deliberate "Information Noise"—generated by a class of experts who favor secrecy over transparency—this gap creates an irreversible Ataxic State. The results indicate that once a manifold crosses a critical entropy threshold (Y > 0.5), the system gravitates toward a stable but destructive attractor where "the State is stupider than most of its components." In this state, the metabolic rate of resource extraction is fueled by the consumption of infrastructure and intellectual capital. We propose that restoring stability in such manifolds is impossible through traditional "coordination" efforts and instead requires the implementation of a high-order Hala Lock—intrinsic feedback operator designed to mathematically bypass human ego and re-establish systemic proprioception.
